Shadi W. Roman, Ph.D.
Chief Operating Officer

Shadi Roman, Ph.D. serves as Positive Education Program’s (PEP) first Chief Operating Officer. In this role, he is charged with overseeing the agency’s day-to-day and long-range operations including human resources, facilities and infrastructure, quality assurance activities, and information technology.

Dr. Roman joined PEP’s team in 2007 and brought with him a proven passion for children, demonstrated achievements as a skilled administrator, and a well-earned reputation as one of the County's best strategic thinkers on health and human services issues. Dr. Roman is a former PEP Board member, served as its Chair, and led PEP's first strategic planning process

Previously, Dr. Roman was a senior principal at ProviderGateway, Inc., a management consulting firm. Prior to that, he served as Cuyahoga County's Deputy Administrator for Health and Human Services, a position that had oversight and coordination responsibilities for all of the County's child-serving systems. For nearly a decade, he led the County's Alcohol and Drug Addiction Services Board. During his tenure in the public sector, Dr. Roman gained an enviable reputation for tackling major change issues successfully in child welfare, substance abuse, TANF and Medicaid (behavioral health) Programs.

Dr. Roman holds a doctoral degree in social policy and planning from Case Western Reserve University. He has a long list of civic involvements, non-profit organization board memberships, and has served on several councils and task forces at the city, county, state, and national levels.
